The design is meant to be responsive and adaptive. I designed these comps in Photoshop. I knew that I wanted to make the text and layout smaller and subtract the right most footer section as the website was viewed on tablet, then on mobile. The mobile would not have the tweets or the latest resources section, which makes sense since neither of those are activities a user is probably looking for when viewing our site on the phone.
This was my first exploration of the Panels module in Drupal, and while I am not a fan of all the extra CSS markup, the interface was extremely easy to use and really saved me a lot of time laying things out in CSS. More config is in the database though, but that's okay. I'll be writing about my development workflow with Drupal soon. Had to do a couple of fixes to make the panels span 100% of the page as well as a clearfix to get rid of a bottom space, but it's worked out nicely so far.
